Eligibility Criteria
Educational Qualification
Personal Assistant (most departments):
- Passed Intermediate (12th) from UP Board, Uttarakhand Board, or an equivalent recognized examination
- Hindi shorthand speed of minimum 80 words per minute
- Hindi computer typing speed of minimum 4000 key depressions per hour
PA – Judicial & Legal Academy, Bhowali:
- Intermediate pass
- One-year certificate/diploma in stenography and typing from a recognized institution
- 4000 key depressions per hour on computer
- Shorthand speed of 80 WPM in Hindi and 100 WPM in English
Stenographer – Public Service Tribunal, Dehradun:
- Intermediate pass
- Shorthand speed of minimum 80 WPM in both English and Hindi
- Typing speed of minimum 40 WPM in both English and Hindi
Steno Grade-3 – Power Transmission Corporation:
- Graduate degree from a recognized university with sound knowledge of Devanagari script
- English shorthand at 80 WPM and Hindi at 60 WPM
- Computer typing: 6000 key depressions/hour in Hindi and 7000 in English
- Minimum 3-month certificate course in MS Office
Steno Grade-2 – BRIDCUL:
- Intermediate with proficiency in stenography in both English and Hindi (shorthand/typing 80/25 WPM in Hindi and 80/30 WPM in English)
- Well versed with MS Office
- Minimum 3 years of relevant experience
Preferential Qualifications
Other things being equal, preference will be given to candidates who have served at least two years in the Territorial Army, hold an NCC "B" or "C" certificate, or possess a graduate/postgraduate degree (for posts where Intermediate is the base qualification).
Age Limit (as on 1 July 2026)
- 18 to 42 years for most posts (born between 2 July 1984 and 1 July 2008)
- 21 to 42 years for PA – Judicial & Legal Academy (Bhowali) and Steno Grade-3 – Power Transmission Corporation (born between 2 July 1984 and 1 July 2005)
Age relaxation: 5 years for SC/ST/OBC of Uttarakhand, 10 years for Divyang candidates of Uttarakhand, and 5 years for dependents of freedom fighters of Uttarakhand, as per applicable government orders.
Domicile / Employment Registration
For Group 'C' direct recruitment outside the UKPSC purview, candidates must fulfil at least one of these:
- Registration in any Employment Office located in Uttarakhand valid up to the last date of application, or
- Uttarakhand domicile/permanent residence certificate, or
- Passed High School and Intermediate (or equivalent) from recognized institutions located in Uttarakhand

Selection Process
Selection will be completed in two stages:
- Written Competitive Exam – an offline (OMR-based) objective test of 100 marks with a 2-hour duration. Questions will relate to the educational qualification prescribed for the post. The syllabus (Appendix-1) is already uploaded on the Commission's website.
- Qualifying Typing & Shorthand Test – candidates numbering 4 times the vacancies, shortlisted on written exam merit, will be called for the skill test, which is qualifying in nature.
Key Exam Rules
- Negative marking: one-fourth (0.25) of the question's marks deducted for every wrong answer. Marking more than one option counts as a wrong answer even if one of them is correct.
- Minimum qualifying marks: 45% for UR/OBC/EWS and 35% for SC/ST candidates.
- OMR sheets come in triplicate — the original and second copy must be submitted to the invigilator; the third copy can be taken home. Using whitener or scratching options on the OMR attracts negative marking.
- Question booklets can be carried home after the exam.
- Answer keys will be published on the website; objections can be filed online at ₹50 per question within the stipulated window.
- In case of a tie in marks, seniority in age decides merit; if age is also equal, alphabetical order of names (English) applies.
- Final post/department allotment will be based on merit and the preference order given by candidates.
Reservation Details
Vertical reservation: SC 19%, ST 4%, OBC 14%, EWS 10% (for Uttarakhand candidates as per state roster).
Horizontal reservation: Women of Uttarakhand 30%, Ex-servicemen 5%, Dependents of freedom fighters 2%, Divyang 4%, Orphans 5%, Skilled players 4%, and identified Uttarakhand State Movement agitators/dependents 10% (subject to the outcome of WP-PIL 152/24 pending before the Hon'ble High Court, Nainital).
EWS candidates must hold a certificate issued between 1 April 2026 and 14 October 2026, based on FY 2025–26 income and valid for FY 2026–27. OBC certificates are valid for 3 years from the date of issue and must be valid up to the last date of application.
Reservation benefit is admissible only if claimed in the relevant column of the online application form. Candidates who are not domiciles of Uttarakhand will not get any reservation benefit and must apply under the Unreserved category.
How to Apply Online
- Visit www.sssc.uk.gov.in between 14 September and 14 October 2026.
- Register using your Aadhaar number (one Aadhaar can be used only once), along with your own mobile number and email ID.
- Fill in educational and other details carefully. Name, father's name, and date of birth must match your High School certificate.
- Upload scanned documents in JPG/JPEG format:
- Recent colour passport photo – 150×200 px
- Signature – 150×100 px
- Left thumb impression – 150×100 px
- High School certificate (for name/DOB verification) and both sides of Aadhaar card
- Category/sub-category certificates for reservation claims, and experience certificate where mandatory
- Pay the fee online and click the "Submit" button before the deadline — the application is complete only when the status column shows "Completed".
- Print the application form and keep it safely for record verification and future correspondence.
Important: Do not submit more than one application for the same post — all applications will be rejected. If you spot an error after payment, you may cancel and re-apply before the last date, but the fee for the cancelled application is neither refunded nor adjusted. A one-time edit window (17–19 October 2026) is available, but no changes are allowed in name, parents' names, age, or exam centre.
